The free trade agreement between Ukraine and Türkiye has been in force since 1 October 2026. Türkiye is abolishing import duties on 10,337 tariff lines, about 95% of Ukraine’s export nomenclature, Ukrinform reported, citing Ukraine’s Ministry of Agrarian Policy. Preferences for Ukrainian goods apply from 1 October, while those for Turkish goods in Ukraine take effect on 1 January 2027, the State Customs Service said (Ukrinform).

The agreement was signed on 3 February 2022, three weeks before the full-scale invasion. Türkiye ratified it in August 2024 and Ukraine’s parliament on 14 July 2026.

What farmers get

For 1,348 agricultural tariff lines, duty-free or preferential tariff-rate quotas apply, or base rates are cut by 20–50%. Türkiye now admits meal and cake, soybeans, rapeseed, peas, chickpeas, lentils and beans duty-free. Sunflower seed gets a duty-free quota of 50,000 tonnes a year on a first-come, first-served basis; above the quota, Ukraine’s 10% export duty applies.

Agriculture Minister Taras Vysotskyi said the removal of duties strengthens the competitive position of Ukrainian producers and gives businesses an opportunity to increase exports and foreign-currency earnings.

Another benefit comes through the Pan-Euro-Med system: Ukrainian producers can use Turkish inputs and export processed goods to the EU duty-free with an EUR.1 certificate of origin.

The scale of trade

Türkiye is the largest market for Ukrainian agricultural exports: in 2025 Ukraine sold 7.9 million tonnes of farm products worth more than $2.2 billion there, 9.8% of its total agri-exports. According to Qahwa.Media’s calculations based on State Customs Service data, Ukraine exported $2.2 billion worth of goods to Türkiye in January–September 2026, including almost $1.19 billion of maize. Imports from Türkiye over the same period were twice as large, at $4.44 billion.
