The 31st UN Climate Change Conference (COP31) takes place in Antalya from 9 to 20 November. Türkiye hosts the conference, and its Minister of Environment, Urbanisation and Climate Change, Murat Kurum, is COP31 President. Australia leads the negotiations: under a compromise reached at COP30 in Brazil, Australian minister Chris Bowen became “President of Negotiations”. The organisers expect around 100,000 participants.

When: 9–20 November; the Leaders’ Summit is on 11–12 November. The venue is closed on Sunday, 15 November.
Where: Antalya EXPO Center, Aksu, Antalya, Türkiye.
How to attend: the Blue Zone, home to the negotiations and national pavilions, is open only to UN-accredited participants. The Green Zone is open to businesses, civil society, academia and young people through free registration with a passport; it is closed to visitors on 11–12 November.
Programme: on the UNFCCC website and the conference website.

What’s on the table

Money and adaptation top the agenda: who pays for climate action and how, how to deliver the tripling of adaptation finance agreed at COP30, and how to put the just transition mechanism into practice. Parties will also discuss the transition away from fossil fuels, carbon markets and the launch of the second global stocktake under the Paris Agreement.

Each day of the conference has a theme, from food and health, energy and transport, zero waste and resilient cities to finance and trade, education and youth, science and industry, and oceans and seas. The Green Zone works as a large exhibition with thematic centres on climate finance, energy, sustainable cities, start-ups, and culture and art.

Ukraine at COP31

Ukraine will have its national pavilion for the fifth time, organised by the Ministry of Economy and Environment. Its message is “Ukraine is the solution”, with water as the thread linking Ukraine and Türkiye through the Black Sea. The ministry says the pavilion will host its largest programme yet; it is being updated on Ukraine at COP. Ahead of the conference, Deputy Minister Oleksandr Krasnolutskyi said about 311 million tonnes of CO₂-equivalent had been released in four years of Russia’s full-scale war, and that mines, sunken munitions and lubricants remain in the Black Sea, which Ukraine shares with Türkiye.
